19 of the Russian's 21 victories have been earned on hardcourt
A resurgent Medvedev won his maiden title for nearly 30 months with success over Frenchman Moutet in the Almaty Open championship match.
The athlete, a former number one, has had a difficult season, winning just one win at the big events and suffering a setback at the US Open.
The player's unpredictability on the tennis tour - and struggles with his serving in particular - resulted in him exiting of the top ten and finally separating with long-time coach Gilles Cervara.
Now training with Thomas Johansson and his other coach, Medvedev has steadily advanced in the last few weeks - culminating in a hard-fought competitive win over opponent Corentin Moutet.
It is his initial title after the Italian tournament and initial on a hard surface from March of that year.
Success also indicates Medvedev has secured 21 championships at twenty-one distinct competitions.
"For the first time I have attended a competition with my both daughters simultaneously, so to win a title is especially meaningful," said world number 14 the champion.
"This championship is in tribute of my younger daughter her name, because the first title I got when my older daughter my daughter was born was for her."
The tennis star, the former major winner, had lost his last six finals, comprising in that event earlier this year.
The player's defensive play style and regular emotional displays on the tennis court had prompted commentators to doubt if his capacity to compete at the highest level was finished.
However the 29-year-old has made changes in the past month, making an effort to come to the net and compete aggressively, backed up by an enhanced service.
He recovered from a disadvantage in the first set against the difficult Frenchman, taking four of the final five exchanges to gain the advantage.
The competitors swapped service breaks in the following set before the challenger, striving for his maiden ATP Tour title, gained dominance to force a final set.
Moutet rescued four early-game break points in a close final set before the champion won the break to 15 to close out the victory.
Suitably, he earned the title with a rally at the net, with the Frenchman failing to manage a return after over two and a half hours.
